Every exhibitor and/or agent must read this guideline and tariff very carefully.  It is considered that the exhibitor and/or agent have accepted our guideline and tariff once the shipment is dispatched to Shanghai Expotrans directly or indirectly.  All business transacted is based on the part of an efficient contract with Shanghai Expotrans, which is subject to the conditions of trading and carriage of our company.

 

 

SHIPMENT DIRECT TO SHANGHAI AIRPORT/SHANGHAI PORT

 

I.          DEADLINES 

 

The following deadlines for documents and exhibits, reaching Expotrans, must be rigidly observed and Expotrans will not be responsible for any consequences due to the late arrival of documents or exhibits.

B.      PRE-ADVICE OF SHIPPING INFORMATION AND DISPATCH OF DOCUMENTS

 

Whichever method you choose to send your cargo, please supply-shipping details to Shanghai Expotrans Ltd. at least three working days prior to the shipment arrival to Shanghai, China.

 

For Ocean shipment, the following information must be sent to Shanghai Expotrans Ltd by mail/fax as pre-advice:

          a.       Name of Vessel and Voy. No.

          b.      Date of Departure from Foreign Seaport and Date of Arrival in Shanghai

c.          Ocean Bill of Lading No.

d.         Number of Cases

          e.          Weight and Measurement of Each Package

For Airfreight, the following information must be sent to Shanghai Expotrans Ltd. by mail/fax as pre-advice:

          a.       Flight number of aircraft.

          b.      Date of Departure from Foreign Airport and Date of Arrival Shanghai

          c.       Master Airway Bill, no house airwaybill number issue will be allowed.

          d.          Weight and Measurement of Each Package

C.      THE CHINESE AUTHORITIES REQUIRE THE FOLLOWING DOCUMENTATION    FORMS:

 

VERY IMPORTANT!!! - Some exhibitors will bring the FOOD/MEAT/MILK/ALCOHOLIC products for personal use on stand, since a lot of disease happen in overseas countries/areas, ENTRY-EXIT INSPECTION AND QUARANTINE BUREAU OF THE PEOPLE'S REPUBLIC OF CHINA has a very serious control for importation of above items. Therefore, we STRONGLY RECOMMEND exhibitors to buy above items at SUPERMARKET in China instead of bringing from countries of origin. Otherwise, we cannot promise the above items could be smoothly through the inspection and delivered to booth on time.

 

If some exhibitors insist on delivery of the above items to Shanghai, please do not attach the above items to exhibits for reason that the detaining of FOOD/MEAT/MILK/ALCOHOLIC will have a negative impact on on-time delivery of exhibits.

 

FOR ALL ALCOHOLIC PRODUCTS, please supply:

Total quantity of bottles or cans per box;           Volume of each bottle or can; Alcoholic content per bottle; Age certificate for whisky or cognac; Brand name; etc.

   

D.      LIST OF EXHIBITS - FORM FOR TEMPORARY IMPORT EXHIBITS (Form 1)

 

The List of Exhibits (Form 1) is the most important document for Customs clearance and CIQ when exhibition opening and closing.

 

IMPORTANT - This is the most important document to arrange the customs clearance and CIQ for temporary importation of exhibits into China.  Every exhibitor must submit this form to us by typewriting without exception.  A detailed description in printed letter (i.e. specification, style, model) of exhibits, including major components, must be accurately declared on this form.  Catalogues, display materials, gift and foodstuffs must also be specified with exact quantity and value on this document.  Please ensure all the items listed on each column of the form have been completed includes the HS code number to identity the tax rate for Customs data entry. Please specify the following for the equipment:

Electronic Souvenirs to be distributed during exhibition - Please kindly note that for all kinds of souvenirs which have electricity supply and/or have electronic components must need to obtain an import license from ELECTRICITY AUTHORITIES of China. Customs may not allow exhibitor to distribute these kinds of souvenirs without the presentation of this permit. Therefore, it is not recommended to ship the ELECTRONIC SOUVENIRS to exhibition.  The exhibitors are requested to arrange the application of such license by themselves if they insist on delivery of the above items to Shanghai. And all the occurred charge will be settled on the exhibitors’ account. 

 


Customs Regulations

 

–         Please be informed for all exhibitions in China, each exhibitor must now declare the value on LOE (form 1) in accordance with the actual cost. Otherwise, the Customs has the right to refuse processing the customs formalities for any import/ return/re-export/transfer shipments and/or sold exhibits. Exhibitors could provide the catalogues, pictures or any related documents for their temporary imported exhibition equipment, if necessary.  However, we will consult with Customs officers’ suggestion to correct the value with/without notice to exhibitors.

 

–         On the other hand, there must be a serial number on all the equipment which customs officers will record during their inspection for inward and it must be tallied with what is declared on the LOE (form 1). This record will be checked again during the export.

 

–         In such case, it is strongly recommended that the exhibitor should print the serial number of the exhibition equipment on each packing case in order to shorten the time that is spent on the Customs Inspection for return/re-export/transfer/sold exhibits.

 

E.          DANGEROUS GOODS/HAZARDOUS GOODS

 

Please dispatch all those dangerous goods / hazardous goods only to China Port/Airport directly attached by an IMCO certificate / declaration form together with an airwaybill or ocean bills of lading.  A copy of documents must be faxed to Shanghai Expotrans Ltd. prior freight to arrival in China Port/Airport.

 

F.         HAND-CARRIED EXHIBITS

 

Exhibitors with small items of exhibits can hand-carry them to the Show, they should then declare to Customs at the airport that their hand-carried items are for exhibition purpose. If the hand-carried items are detained by Customs at the airport, exhibitors should hand over the detention receipt and List of Exhibits (duly filled) to our staff at the fairground to arrange pick up of the goods from the airport. Exhibitors arriving late with hand-carried exhibits should be prepared that the Customs formalities and pick up procedures may take two working days.

 

Hand-carried exhibits which are picked up by Shanghai Expotrans after customs declaration are not allowed to be taken out of the exhibition halls because the Customs request these exhibits to be returned as a shipment.

 

Exhibitors with exhibits borrowed from local organizations should also register details of the brought-in items with the organizer. Without proper registration, exhibitors may have problems taking such exhibits out of the hall after the show.

 

G.         ATA CARNET

 

Chinese Customs accepts the use of ATA Carnet only for the intention of exhibition/show/display.  Exhibitor could entrust Shanghai Expotrans to make a registration for import in CCPIT Shanghai.  However, the complete set of original Carnet with the LOE (form 1), the entrusting letter (form 2) must be sent together to Shanghai Expotrans directly before the cargo arrives.

 

H.        CUSTOMS APPROVAL FOR LITERATURE / FILMS/SLIDES /VIDEOTAPES / CD /ADVERTISING GIFTS

 

All of the above items must be submitted to Chinese Customs for approval prior to the opening of the show before their display and distribution.  Details of this procedure are:

 

·         LITERATURE - 2 samples of all literature (including brochures, leaflets) must be submitted to Shanghai Expotrans Ltd. 5 days before move-in date for on forward to China for approval.

·         FILMS/SLIDES/VIDEO TAPES/CD - Films, slides, videotapes, CD are to be received by Shanghai Expotrans Ltd. 5 days before move-in date for on forward to China for approval.

 

·         ADVERTISING GIFTS - 2 samples of each give-away are to be received by Shanghai Expotrans Ltd. 5 days before move-in date for on forward to China for approval.

 

I.           PACKING INSTRUCTIONS

 

It is recommended that whenever possible, exhibit material must be packed in cases and/or crates suitable for use for return shipments, if necessary.  To protect goods against multiple handling during transit, it is recommended that contents should be securely choked, blocked and braced.  Please ensure the followings:

 

·         All cases should be bolted rather than screwed or nailed.

·         Stapled or Stitched-nailed crates or cartons should not be used except for disposable goods.

·         If cases cannot be slung, they should be mounted on skids to facilitate the handling with forklift trucks.

·         Exhibitor, at their discretion, may plan to exhibit equipment on Skid, as the floor may not always be completely level. These Skids must however be suitably covered to preserve the overall presentation of the exhibition.

·         To minimize risk of loss, damage or delay, avoid shipping your exhibit in small packages (individual package for over 1 cbm is recommended, e.g. 1m x 1m x 1m).  We recommend you using the big strong case with small cartons collected together inside.

 

a)         Protection against Damage and Rain

 

Please be advised that exhibits will be placed outdoors many times including open-air storage at the exhibition site.  It is recommended that the packing of case must be strong enough to protect the exhibits from damage and rain.  The packing in cartons is not recommended, as it is not suitable for repeated handling and repacking.  Any damage and claims will not be accepted to the unsuitable carton packages.

 

b)         Heavy and Oversized Exhibits

 

Exhibitors with heavy or oversized exhibits must be on-site early and direct the operation of unpacking and positioning heavy exhibits. If a mobile crane or forklift is required for installation of equipment, exhibitors should send their requirements to Shanghai Expotrans in advance. Quotation for hiring such equipment will be given upon exhibitors’ request.  A detailed layout should also be provided to us for better on-site operations.

 

Cases for heavy exhibits should be so constructed that the sides are jointed by bolts rather than by nails or screws. This will prevent the case from being damaged during unpacking and will save considerable time, especially during exhibition closing. Please mark the front side of the case clearly to ensure correct positioning. As we will not provide any packing materials for exhibits, exhibitors should ensure that they have adequate and appropriate packing materials for repacking during exhibition closing.

 

J.          MARKING INSTRUCTIONS

 

All packages must show the following information:

Please apply a minimum of two of the enclosed shipping labels per package (Please Photostat the quantity you require if necessary) and use only the metric system when stating dimensions and weight.

K.         SPECIAL MARKINGS

 

In addition to the above, markings should be shown on the sides of the cases where applicable:

 

·         Label fragile items on all sides.

·         Items that must be kept in upright position, on 2 sides label This Side Up.

·         Items which cannot be stored outdoors must be marked on 2 sides with the umbrella symbol.

·         Stripes should be painted on vessels, tanks and similar equipment to indicate where slings must be placed for hoisting, also label SLING in the proper location.

·         Cases containing spare parts must be marked SPARE PARTS and contain only spare parts.

·         CENTER OF GRAVITY, FRONT and RACK signs must be clearly marked externally for uneven loads and bulky items.

·         Other markings should conform to the International Rules and Regulations governing packing signs and       symbols.

 

L.         STORAGE OF FREIGHT DURING THE EXHIBITION

 

We do recommend the exhibitor to store the freight (as opposed to empty cases) during the exhibition. We might provide such service if the exhibitor insists.  The exhibitor are requested to notify Shanghai Expotrans Ltd. as soon as possible, allowing them to make special arrangements.  However, Shanghai Expotrans will not take any responsibility or claims for the loss and/or damage of the freight.

 

M.       STORAGE OF EMPTY CASES

 

Empty packing case will be automatically removed, stored and returned to the booth at the closing of the exhibition.  Every efforts will be made to return empty cases to individual booth for re-packing at the closing of the exhibition, but priority will be assigned to exhibitors with have hand-carried items.

 

During the exhibition, you will be visited by a member of Shanghai Expotrans Ltd. staff who will give you full return/disposal instructions regarding the repacking; return; sold; donated; etc. of your goods.

 

N.B.  It is advisable to include a quantity of spare packing materials (e.g. wrapping paper, plastic foil, etc.) in your original shipment to replace any that may be inadvertently destroyed during unpacking.

 

N.         EXHIBITS TO BE RETAINED IN CHINA FOR SALE OR DONATION

 

Per the regulation of Chinese Customs, exhibits are only allowed to keep in temporary bonded warehouse of Shanghai Expotrans for one month under the custody of the Shanghai Customs Exhibition Department.  For exhibits which keep in temporary bonded warehouse of Shanghai Expotrans over one month after the show closed, the exhibits will automatically transfer to another Customs Bonded Warehouse which under the custody of Customs Bonded Department.  Today regulation, Customs allow to keep the exhibits in Customs Bonded Warehouse for 1 year.  After that, if the exhibits still do not have an instruction how to handle, the exhibits will be at the disposal by the Chinese Customs.

 

REMINDER:          Exhibitor should pay all the storage/transport charges occurred.

 

O.         VERY IMPORTANT PROCEDURES FOR IMPORTATION OF GOODS INTO CHINA -DECLARATION OF WOOD /NON- WOOD PACKING

 

Any shipment to be imported and/or transited from E.U. Countries/Area, Korea, Japan and USA is requested to arrange the following Handling Procedure:

Shipper/Exporter of Exhibits

 

The original certificate must be attached to the original airwaybill or ocean bills of lading send to Shanghai Expotrans for submitting to China Entry & Exit Inspection and Quarantine. The copy of document must be sent by fax to SHANGHAI EXPOTRANS LTD.

 

Important Notice – In order to avoid problems may occur on Wood Quarantine Inspection, such as some of wooden bars on wooden pallet are conifer wood. We recommended for all wood packing or wood pallet loading exhibits should arrange Heat Treatment/Fumigation Handling at country of origin.

 

Failure to make the necessary arrangement for the handling of wood, exhibitor should responsible for the penalties from Chinese Government Authorities and the delay of exhibits delivery to stand on time.

 

P.         INSURANCE & CONDITIONS OF HANDLING

 

Please note that all work is undertaken by Shanghai Expotrans at owner risk and we provide no direct insurance on exhibits.  Every exhibitor should make certain that all shipments are covered by a full comprehensive policy from the time of dispatch from works to Shanghai and return (including exhibition period) and attention is asked for the efficient date of insurance.

 

All services and work undertaken by Shanghai Expotrans Ltd. are carried out exclusively according to the terms and conditions outlined in the Company Terms and Conditions of Trading, copies of which are available upon request.

 


CONDITIONS OF BUSINESS

1.         All business undertaken, including any advice, information or service provided whether gratuitously or not by the Shanghai Expotrans Ltd.  (Hereinafter called “the Company”) is transacted subject to the Conditions hereinafter set out and each Condition shall deemed to be incorporated in and to be a Condition of any agreement between the Company and its Customers.  No agent or employee of the Company has the Company’s authority to after or vary these Conditions.

2.         Customers entering into transactions of any kind with the Company warrant that they are either the owners or the authorized agents of the owners of any goods to which the transaction relates and further warrant that they are authorized to accept these Condition not only themselves but also as agents for and on behalf of all other persons who are or may thereafter become interested in the goods.

3.         The Company may sub-contract all or any part of the services except insofar as the Customer otherwise instructs the Company in writing.  The company contracts for itself and as agent of and trustee for its employees and sub-contractors and their employees and any reference in these Conditions to “the Company” shall be deemed to include every such employee and sub-contractor.

4.         Subject to express instructions in writing given by the Customer, the Company reserves itself absolute discretion as to the means, route and procedure to be followed in the handling, storage, and transportation of goods.  Further, if in the opinion of the Company it is at any stage necessary or desirable in the Customer’s interests to depart from those instructions, the Company shall be at liberty to do so.

5.         Pending forwarding or delivery, goods may be warehoused or otherwise held at any places or places at the sole discretion of the Company and the costs thereof shall be for the account of the Customer.

6.         No insurance will be effected except instructions given in writing by the Customer and all insurances effected by the Company are subject to the usual exceptions and conditions of the policies of insurance company or underwriters taking the risk.

7.         (i)       The Company shall only be responsible for any loss of or damage to goods or for any nondelivery or misdelivery if it is proved that the loss, damage, nondelivery or misdelivery occurred whilst the goods were in the actual custody of the Company and under its actual control and that such loss damage nondelivery or misdelivery was due to the wilful neglect or default of the Company or its own employees.

(ii)        The Company shall only be liable for any non-compliance or mis-compliance with instructions given to if it is proved that the same was caused by the wilful neglect or default of the company or its own employee.

(iii)      The Company shall not in any event be liable for any direct or indirect consequential loss howsoever, whensoever and wheresoever arising and whether or not attributable to the negligent act or default of the Company.

8.         In no case whatsoever shall any liability of the Company howsoever arising and not withstanding any lack of explanation exceed the value of the relevant goods or a sum at the rate of US$1,000 per 1,000 kilos on the gross weight or the goods whichever is the less.

9.         In any event the Company shall be discharged from all liability for loss, damage or misdelivery unless notice be received in writing within fourteen days after the end of the transit.

10.      All agreement between the Company and its customers shall be governed by the laws of the People’s Republic of China.

11.      All disputes in connection with all agreement between the Company and its customers or the execution thereof shall be settled through friendly negotiations.  In case no settlement can be reached through negotiations, the case should then been submitted for arbitration to the Foreign Trade Arbitration Commission of the China Council for the Promotion of International Trade, Shanghai, in accordance with the “Provisional Rules of Procedure of the Foreign Trade Arbitration Commission of the Council for the Promotion of International Trade”.  The arbitration shall take place in Shanghai and the decision rendered by the said Commission shall be final and binding upon both parties; neither party shall seek recourse to a law court or authorities for revising the decision.  The arbitration fee shall be borne by the losing part.

12.      Final power of interpretation to these Conditions will belong to Shanghai Expotrans Ltd..

 

The use of Client’s own documents is no derogation of these Conditions.


III.       HANDLING TARIFF

 

A.         Basic Services Fee Per Exhibitor/Consignment – USD50.00

 

B.         INWARD Handling

1.          From arrival vessel Shanghai Port/Airport upto delivered exhibitor stand, unpacking, customs clearance and removal of empty packing material:

 

a.          BY OCEANFREIGNT – USD65.00 PER CBM

Minimum charge:      2 cbm – LCL

23 cbm – 20’ standard dry, 25 cbm – other 20’

                                               46 cbm – 40’ standard dry, 50 cbm – other 40’

 

b.          BY AIRFREIGHT - USD1.00 PER KG

Minimum charge:  100KGS/exhibitor/consignment

 

2.          Freight from arrival exhibition hall upto delivered fair booth, unpacking and removal of empty packing materials – USD55/CBM, Minimum charge: 1 CBM/exhibitor/consignment

 

3.       Heavy Lift Surcharges:

          2,000 – 4,000 kgs. – USD5/100 kgs.

          4,001 – 6,000 kgs. – USD7/100 kgs.

          6,001 – 8,000 kgs. – USD9/100 kgs.

Over 8,000 kgs. – Subject to separate quotation.

 

4.       Oversized

Individual case Length x Width x Height (dimensions) cannot exceed 6m(L) x 2.4m(W) x 2.6m(H).  If one or more dimension exceeds the above, surcharge for each exceeding is USD8/cbm, two dimensions exceeding is USD10/cbm, all three dimensions exceeding is USD12/cbm.

 

C.      OUTWARD - Same as Inward.

 

D.          ADDITIONAL CHARGES

5.       Repacking of sold exhibits / Closing Service

l          INWARD BY SEAFREIGHT

-       Freight from repacked exhibition stand to exhibition site – USD50.00 PER CBM, Minimum: 1 cbm/exhibitor/consignment

-       Freight from exhibition site to customs bonded warehouse for storage – USD30 PER CBM, Minimum: 1 cbm/exhibitor/consignment

 

l          INWARD BY AIRFREIGHT

-       Freight from repacked exhibition stand to exhibition site – USD0.60 PER KG. Minimum: 100 KGS/exhibitor/consignment

-       Freight from exhibition site to customs bonded warehouse for storage – USD0.40 PER KG., Minimum: 100 KGS/exhibitor/consignment

 

6.       Animal and Plant Quarantine Charges:

l          Break bulk cargoes :

The volume of case/pallet under 3 cbm - USD5/package

The volume of case/pallet above 3 cbm – USD10/ package

The volume of case/pallet under 10 cbm – USD18/ package

l          20’ container – USD60/20’

l          40’ container – USD100/40’

l          Other charges for treatment will be charged accordingly at cost, if any.

 

7.       Terminal Handling Charges (THC) for LCL and consolidation shipment

l          LCL Sea Shipment – USD25/cbm (Minimum USD75/consignment)

l          Incorrect Consignee:

 By sea - USD25/cbm (Minimum USD75/consignment)

 By air - USD0.30/kg  (Minimum USD100/consignment)

l          Consolidation Air Shipment – USD0.30/kg. (Minimum USD100/consignment)

l          Extras will be charged accordingly at cost, if any.

 

8.       Shipment under ATA Carnet will incur registration fee of USD50/carnet.

 

9.       Return of empty container to destination terminal and or arrange an empty container from Port Shanghai to show site for loading of goods for return

10.     Equipment & manpower for installation of machines (Quoted to be based on normal working hours)

          a.       Forklift

                   i.          Rate for up to 3-tons capacity:          USD15.00 PER HOUR

                   iii.          Rate for up to 8-tons capacity:          USD25.00 PER HOUR

          Over 8-tons – Subject to separate quotation.

                    Minimum charge 4 hours

 

b.          Crane

i.          Rate for up to 20 – 25 tons capacity:          USD50.00 PER HOUR

ii.          Rate for up to 30 – 35 tons capacity:          USD70.00 PER HOUR

Remarks: Exhibitors have to pay the container demurrage charges as from date of arrival vessel till show opening date under the circumstance that exhibitor not require to keep the container for return. If exhibitor requires to keep the container for return shipment, container demurrage charges will be debited to exhibitor till date of vessel departure.

Ψ         Hand Carried Items Arriving Shanghai Airport – USD250/exhibitor/consignment

(Removal & clearance from Airport customs of detained hand carried items)

 

Ψ         Cargo dispatched under freight collect basis will be paid on your behalf plus a 10% prepayment fee.

 

Ψ         Cargo that arrives earlier than specified, all storage dues will be on exhibitor account.  We provide the free storage for 7 days after the close of the exhibition.  The storage charge will be occurred after the free period and settled as the same as No.4 of D.

Minimum: 2 cbm for seafreight LCL Consignment, 23 cbm for 20’ standard dry container, 25 cbm for other 20’ container, 46 cbm for 40’ standard dry container, and 50 cbm for other 40’ container.  Minimum: 100 kgs for airfreight consignment

 

Ψ         Volume/Weight Conversion for airfreight 6 cbm is equal to 1,000 kgs.

 

Ψ         Above rates are based on general cargoes only, for specialized cargoes, e.g. Dangerous cargo, a 100% additional charges will be levied.

 

Ψ         Encasement for FCL shipment usually should be managed on the show site at the close of the exhibition.  The container for return shipment must be dispatched from Shanghai Port in 1 weeks.  The following charge will be occurred if re-encasement is required:

By Sea:          USD300/20’;          USD450/40’

 

Ψ         For cargo that arrives after deadlines, a surcharge amounting to 30% of inbound movement charges and on-site service charges will be levied (min USD90/trip).

 

Ψ         Correction of the consignee/notify/marks for return exhibits will be charged as USD50/per change.

 

Ψ         Companies using Shanghai Expotrans’ nominated agents as forwarders will be invoiced by them for all services.

Companies shipping other than by our office or agents are advised that full payment for on-site services must be received by us before the close of the exhibition in China.

 

Ψ         All business is transacted subject to the conditions of trading and carriage of our company.

 

Ψ         The Company will not be responsible for the condition or contents of any goods received for storage, nor for loss of weight, nor for any damage to the said goods before or whilst being stored or remaining in storage caused by dampness, termites, burglary, theft, Act of God, Enemies, hostilities, strikers, lockouts, riots, civil commotion, affects of climates, monsoons, tempest, torrential rains, floods, temperature changes, heat, fire, lighting, earthquake, explosion, vermin, white ants, unprotected or insufficiently protected casting or machinery, defective or insufficiently protected casting or machinery, defective or insufficient packing or packages, obliteration of marks, hook holes, tearing of covers, bursting of bands or hoops, leakage, rust, decay, sweat, mildew, dry rot, evaporation, fumigation, accidents, latent defect of the storage containers, inherent vice or circumstance over which the or any part or parts therefore to any part of parts of their storage container for storage.

 

Ψ         The Company may refuse to deliver to any person the goods deposited or any of them unless the storage charges hereunder accrued due and all others sum if any owed by the Depositors to the Company shall have been previously paid.
